New Business

Somehow I missed a business session. Luckily, Fred attended. He reported to me this morning that he took the opportunity to carry the ball for the NJ Region.

Passed in that sessions were the following World Board Motions:

MOTION 22 Info Management Project

MOTION 25 Sponsorship Project

In this morning’s session we considered and took the following action:

MOTION 31 Approve Summary of Service Structure for Guide to Local Services-from CAT materials. PASSED as amended.

There was an objection that this issue should have been in CAR, not CAT, because it touched and effected groups. This objection received some support. However, there was not enough support to stop the process.

Some minor amendments were suggested. A long discussion ensued.

MOTION 32 Approve Treasurer’s Handbook from CAT

PASSED as amended.

Amendment by MOTION 46 –prudent reserve addition. While we can expect an in depth discussion of prudent reserve during the next few years, for now this is the best we can do. Amendment passed.

Amendment by MOTION 36-add zonal forums to fund flow chart—show funds flowing from groups, areas & regions to zones—intent: to officially include zonal forums in the fellowship fund flow and so to hopefully avoid problems of recognition. The World Board expressed its belief that adding zonal forums to the fund flow chart is an inappropriate way to make a serious policy decision for the fellowship. However, in many places forums are included in the fund flow process. These places very much wish to have the chart reflect the actuality of their practice. You should know that I decided-using the discretion I believe you grant me—to vote in favor of Motion 36. Amendment failed.

MOTION 33 Approve revised TWGWSS (add WSC rules of order & election procedures)and rename the document: Guide To World Services in NA. PASSED

Amendment by MOTION 60—change from original document to reflect RSC’s as an election base for RDs and to reflect RD’s role as an active participant at WSC, not merely a messenger (representative) from electing Region. Amendment passed.

Amendment by MOTION 48—increase # of HRP members from 4 to 6. Amendment failed.

Amendment by MOTION 52—election procedure modification for HRP to provide the best opportunity for electing a full panel. Amendment passed.

Amendment by MOTION 56-HRP nominate 2 or more candidates for each position to be filled. Amendment failed.

Amendment from the floor—strike the words ‘and election procedures as amended’ from Motion 33. The intent of this amendment is to commit to the Board the reconstruction of our election procedures. There were those who pointed out that this intent makes the amendment out of order. I’d bother to tell you my opinion of this idea, but it wouldn’t be worth my time or yours. Sometimes we just have to have faith that all things works well for those who love God. Eventually, the co facilitator ruled the amendment out-of-order.

New election procedures will be designed during the coming cycle to address the general lack of satisfaction with the way we elect a World Board.

Amendment by MOTIONS 40,(see also, 67 & 69)—This is an attempt to provide us with a means of using consensus development instead of debate & voting. It was ruled out-of-order, although the process of creating these procedures will be undertaken by the Board.

MOTION 67 This is the form of the consensus procedure development that the Board favors--it will write the Conference something. PASSED

Amendment for substitution MOTION 69. This is basically the same thing using some more technical language (add to WSC Rules of Order) and requiring approval in 2004. Amendment failed.

A second amendment was offered, this one to set 2006 as the latest date for development. If failed.

MOTION 34 Continue printing Miracles Happen with proposed revision. PASSED

Amendment by substitution: MOTION 44-stop printing & sales of Miracles Happen until it goes through Recovery Lit process (CAR approval) Failed.

MOTION 47 Produce soft cover Miracles Happen. The intent of this motion is the production of a lower cost version of the book. Anthony does not think it is possible to achieve the desired outcome.

Motion to commit to Board. This commitment passed.

MOTION 70-Accept Seating Group Report & Recognize Greece at the close of WSC 2002 PASSED

MOTION 54-Establish work group to develop internet access for professionals etc. FAILED Motion to commit 54 to World Board to develop this into a project plan. PASSED

MOTION 45 Amend WSO sales policies in line with Motion 8 from CAR. FAILED

MOTION 59 World Board establish a workgroup to study NAWS sales policies. Maker wants it formalized. Board wants the Business Plan Group to undertake the interaction, the working together, that the Motion calls for. The Board promised years ago to re-evaluate these sales policies, the motion is designed to bring about this result. One idea, put in the form of a motion, was to forward this motion to the World Board to have the Business Plan Group consider this as input. This arrangement passed.

MOTION 53 Create a workgroup for international fellowship development.

A Motion to commit this to the Board—or, to submit a project idea- was made. This commitment was passed. So, we never had to vote on the motion.

MOTION 57 HRP list subjective/objective criteria and their weights for nominations. HRP recommends not to adopt. FAILED

MOTION 39 WSO offers toll free line service. Commit to Board for investigation of practicality

MOTION 55-Board plan events in ways that don’t create actual conflicts or displacements. See, for example, VancouverWWW & Quebec EDM/EECNA on the same weekend last summer or BritianWWW & Italy EDM/EECNA within less than a month of each other this autumn. FAILED

MOTION 42 Remove all web links to NA copywritten material. The WSO would love to achieve this result, but does not have the resources to accomplish the necessary policing. The office wants us to do as much of the policing as possible. If we all try harder, we will come as close as we can to achieving the desired end of keeping people from unauthorized posting. FAILED

MOTION 63 Dissolve HRP. The maker doesn’t think the HRP is working. The Board wants to wait until 2004 to consider any changes to World level structures. FAILED

MOTION 43 Add question about working knowledge of 12, 12 & 12 to Information Questionnaire—resume. The HRP does not believe the info is helpful at the level of the info form. Of course it is helpful later on in the process. It is the interview process and the reference checking process that should inquire into these issues. FAILED

MOTION 41 Send out CAR earlier, i.e., early enough to allow receipt 180 days before Conference. FAILED
